I don't think so. I think she intended to give those lyrics another meaning, like, the fact that love didn't actually win bc of the ongoing conflicts and so on I guess
Come on. She "groups" the term along with other expressions like "queen," "killing it," "slayin it," "being bae," and "breaking the internet." She's critiquing the fact of "love wins" being reduced to an internet slang people toss out for fun along with the others, when in reality, "love" isn't really winning, as can be seen by the atrocities taking place in the world.

I thought it was just a criticism of the saying "love wins" because like we haven't actually won yet, not with gays getting marriage equality.

this this this !!! the song is not just about societal ills and difficulties. if you read closely the lyrics have other meanings as well.
