Is she referring to iTunes or the Hot 100? "If I Were a Boy" and "White Horse" both hit #1 on iTunes towards the end of 2008. I'm not sure which one hit #1 last.

On the Hot 100, it's been a while. "If I Were a Boy" did not go #1 on the Hot 100. The last ballad to hit #1 there was, in fact, "Take a Bow" by Rihanna. And before that, "Bleeding Love" by Leona Lewis. Both back in May of 2008.

You probably don't consider it a ballad, but Taylor Swift was just very recently #1 with "Jump Then Fall," which is the first mid tempo #1 of the year, unless you want to count "Crack a Bottle" as mid tempo, which some people might. The rest have all been very uptempo.
