Maybe not even then cause Hello will surge from redemptions, being #1 on iTunes in all.
The only scenario Bieber has a chance is dropping the video the week of Christmas, so that when gift cards are being redeemed and sales shoot forward, he could grow over Adele slightly and sell more + the already huge streams and the new video. That's if they decided to even make one with the Dance version being so popular. He won't reach her on AirPlay with the freeze.
Otherwise he'll be #2 for quite some time.

She is actually at #5 though with both versions combined. I guess people opt out more to just buy the album
