That's exactly how they work. There are exceptions of course, but no one would watch the Grammys is they started giving out all their main awards to artists like Sufjan Stevens or Joanna Newsom because no one would care about them, but they also would lose their put-on "credibility" if they started awarding less self-serious acts like Katy or Justin Bieber. So essentially all their awards go to the artists somewhere in the middle of the road in order to appease everyone. Especially for the main categories.
