I don't get the big deal about the bail thing. All accused people are offered bail unless there's a flight risk or high chance the person will commit a crime before the trial. The bail is basucally the insurance that he'll go to his court date. He is due back in court this week and he's not likely rape (more?) girls with eyes on him and even a GPS bracelet.

What do you mean surrender himself? He's due in court this week. He's already been arrested and charged. Now he's awaiting trial.
