So the events are unlocking the "keys"? It seems weird, if so, because no one is discussing what's going on in LA. I'm sure it's guarded by some clause, but still, it's kind of pointless this way.

They could've easily made the locations on the instagram have keys in them and you post a picture of it or something and unlock the room, but at this point, it just seems random (or with a pattern, but no Navy-input at least). |
This makes more sense and seems more involved, since I'm sure it'd be the hardcore Nhevi who would go out and actively look for the clues. But who knows that they have planned. I still think we have the power to unlock, we as the GP just don't...get it.
