That is adjusting for pure consumption. There are no imaginary multipliers or any "what-ifs" involved. The market isn't even the same from week-to-week, let alone year-to-year. Just in 2015, we've had a WW #1 with only 280k sold and one with 5.8M sold. Why would we assume those #1s are equal? I don't see how you can assume that 21 would have sold 27M copies WW in just the U.S. in one year when fewer people than that have consumed it from 2011 to 2015 in the U.S.
Yes adjusting makes more sense when comparing bigger albums from such different time periods. Hence why Billboard did it when comparing albums from different time periods, hence why Kworb uses it, hence why other industries (movie industry) uses adjusting.
Comparing album equivalents makes sense for albums released in the same time period. Comparing pure+TEA+SEA with an album from 2014 and an album from 2012 would make sense. Both same time periods, climate hasn't changed drastically, etc.
But not comparing sales to albums from 1999 and 2014. What kinda mess.
By your logic an album that sold 10M and had 0 in TEA in 1999, is bigger than album in 2015 that had sold 9.9M and had 0 TEA despite one period having 3x lower overall sales.
