That was...
1. Insert picture
2. Remove background
3. Color -> black and white
4. Picture border (blue, weight 4.5)
5. Picture effects (glow, blue)
6. Insert Text Box
7. "Taylor" (choose font, color, text effects -> glow red)
8. Select picture + text box -> group
9. Save as picture
There are sooooooo many things you can do in the Format Picture / Format Graphics tabs.
