Journals didn't do well because of the way it was released. He literally released the songs one by one for free on twitter over the course of like two weeks, before even putting them together. If it had have had a traditional release/layout etc it would have faired way better. Plus, Journals was super Urban in comparison to Purpose anyway. I don't think it was meant to be like a real alberm.

He didn't give them out for free. I remember each song was released on iTunes and then the album was out for like only two weeks.

On October 3, 2013, Bieber announced that he would release one new song every Monday for 10 weeks, leading up to the release of his Believe theatrical film, which will see a limited one-week release on Christmas Day 2013. He literally released one song a week on twitter for like two months straight and then put them all together after the entire project was already available. And they were uploaded to his youtube for free.
