There are pros and cons to both.
She could release the single and album at once and let them co-promote each other and organically grow. Slow burner. However, it could take more than one single to convince people to support it, or that single could under-perform. Plus, fan single support drops post-album release.
Having multiple singles before album release will rebuild loyalty and increase support, but runs the risk of hype fizzling out.

If I were her/Bobby I'd be looking to lessen the pressure but build the hype. Have surrounding activity to not leave the single - and therefore, album - so vulnerable. She's only going to get one shot at this "comeback".
i.e. Prep the oven by featuring on a collab single - test the waters of a new sound or remind people why they like her. Use the attention/acclaim TIHTY will (hopefully) get at Oscars and Grammys. Maybe debut LG5 lead single with video at Grammys - let them do some of the work and hype up the 'exclusive'. If her new stuff is a significant departure then her reinvention deserves centre stage. Do something special for the Brit Awards to win back their support. Make use of her Apple Music partnership and have them release an ad/trailer for LG5 - they'll want a big star to compensate the Adele snub. Maybe she does partner with Pepsi.
