But it's also silly to assume that The Fame would have ended up selling only about 6,5 million copies worldwide, considering Gaga was still getting bigger and bigger and a lot of people who were still discovering her as an artist bought the entire package (The Fame + Monster) and didn't get to buy The Fame as a stand-alone record.

Her team made so many terrible mistakes during the BTW era. It was just sad seeing Gaga going through all those ****. Not even Gaga could handle her own fame.

Because you can add 2M from the EP alone (which sold around 2M WW). So technically, The Fame Monster (all versions combined) did sell nearly / over 17M WW.

Yup.
The Fame Monster (Deluxe) including both The Fame and the EP sold about 15,500,000 worldwide.
The Fame Monster EP as a standalone album with 8 tracks, which was only released in a few countries sold about 1,650,000 in US, 190,000 in France and about 2,000,000 worlwide.

Only TF singles were discounted.
TF album was always inside the Top 1000, even without discounts.

I always seethe a bit about how ARTPOP is still able to chart but Born This Way is her only studio album to not chart. 
I don't get how Born This Way doesn't catch as much attention as ARTPOP when the latter was 100x more offensive. Could it be that maybe a lot people already own Born This Way since it sold 7 million worldwide?

I guess it's because the singles from Born This Way are the ones less played by the radios nowadays. Relatively to current airplay, you still happen to hear Applause quite a lot. Poker Face, Paparazzi and Bad Romance are probably her most played songs currently while I haven't heard anything from Born This Way for a LOT of time, maybe when the ARTPOP era was still going.
