No ownership laws, just mutual agreements.

Laws exist everywhere, to everyone. Some don't, some do.

If you were to do that, you may be able to. But it'd still be discussed by organisations, like the UN.

She's still sick tho so hopefully she'll be all better before the weekend so we can see Mockingjay Part 2.

I guess so, yes. But this is presumption because who builds a city in the ocean with no land

People, wildlife, animals, boats, airplanes, etc have ownership and protection. Therefore in respect it exists within water and airspace, not actually oceans themselves (except close proximity to land).
