#1 is #1, in the eyes of the public and the industry; JB getting it over 1D would be seen as a validation of his comeback, of his personal "growth" (however you take that), and of his place in pop music right now.

Only die hard fans will buy all four covers. Casual fans, which truly makes up most of their sales, will only buy their favorite member's cover. Miley did something similar and it didn't boost her sales tremendously.

Plus, let's not forget the album bundles Justin was selling which included either a signed album, text message from him, or a group chat session with him and a shirt for under $35.
