People saying Kelly Clarkson hasn't evolved only know her singles... Thankful is a pure R&B-Lite album. Then her next album, Breakaway, is one of the most iconic pop-rock albums of the last decade and has the decade-defining single, Since U Been Gone. That entire album had hardly any resemblance to what she had done on her first album. Then, go to My December and it's extremely dark, rock-oriented music with hints of country-soul in songs like "Maybe" and "Can I Have A Kiss". Again, nothing like her prior albums overall. Very little pop influence was in My December. Then, fourth major work, All I Ever Wanted, was very bright bubblegum pop, with a tint of rock, and flavors of many different genres (Urban, Country, etc.). AIEW was her most varied album in terms of genres. Then, go to Stronger and the lead single is unlike any single she had before it (Mr. Know It All). This jump is the least drastic of any of her past albums. It's closer to its previous album than any of her albums before it, but it's like a fine mix between AIEW and Breakaway. When it's your fifth album, it's fine to not reinvent your sound again. Then, let's go to Wrapped In Red, that album has no resemblance to any of her prior albums. If you had to pick two albums from hers it resembled, then it would be a blend of Thankful and My December. The album was very bluesy, soulful, and had some country and jazz roots. Spectacular album. Then we have her latest effort, Piece By Piece, which is more dance-oriented than any of her past album with tracks like Take You High. Also, there's no big pop-rock anthem like SUBG or Stronger on this album. The big anthem of the anthem, Invincible, is orchestral pop, which is entirely new for her in terms of sound.
Anyways, I'd say the artist that's evolved the least would probably be Alicia Keys. Love her, I've bought all of her albums, but it's the truth. I'd also say Adele, but I'm giving her the benefit of the doubt with her upcoming album.

Don't kill me but One Direction, they almost always write songs about girls or breaking up with girls, it gets tiring, all boybands and girlbands will write songs about relationships and being cheated on/breaking up, it's just tiring.

I would have to say Katy, Nicki Minaj, and Rihanna? I guess you could argue Rihanna has evolved but not because she wanted to, rather because she's forced to sing whatever her label wants her to sing.
Katy's afraid to change because she knows change = potential decline in sales and that's all she cares about.
Nicki is a one-trick pony.

The exact same applies to Katy's self-titled Christian Rock effort.
Then she went to pop-rock.
Then she went to bubblegum pop.
Then she experimented with eurodance, trap and power pop.
But you're right, the Katy Perry in 2001 is making the exact same music as Katy Perry in 2013.

So she went from pop to pop to pop...
Katy kats actually think doing different types of pop means evolution?

Lana Del Rey.
All her songs sound literally the same, she uses the same recycled lyrics and clichés in each of her songs too.

(but i love Brown Eyes, Speechless, You And I, and Dope a lot actually )

You are aware that P!nk was an R&B artist first, right?

Most of the pop girls experienced with different sounds and tried different music styles so most of them "evolved".
Most of the members who commented on here just said names of artists they don't like.
I think the only artists who really never evolved is Kelly Clarkson.
I'm not a hater or something, I like her very much, but her sound hasn't changed a bit since her winning in American Idol.
Yes, she tried going a bit more dark with My December, it flopped, she got scared and got back to her old sound with All I Ever Wanted and she didn't progressed any further than that.
I really hope she'll evolve one day because I really liked her and her music, however because of her fear of stepping out her comfort zone - she lost me as a stan because I hate listening to new songs and get a deja-vu feeling that I already heard those songs before
