I would expect Usher to outsell Justin's discography when he has 7 studio albums and countless of others compilation albums. JT stopped releasing music when sales were high, of course he won't catch up with him now

Sorry but tour grosses mean nothing. Katy Perry has grossed more than Whitney Houston in touring.
Hits, albums, impact, longevity, etc are what make legends (not touring). Luckily, Usher wins in ALL of those.
