I don't think you're using "dated" in the proper context. It can't sound dated if it's being released in 2015 but sounds like it's from the 90s. It's the same as Walking on Air, they're love letters to the music of the 90s and it's a trend that's been revived a bit, especially in Europe.
We all thought Walking on Air was going to be a mess live and it's one of her best live performances ever. Maybe she'll surprise us!

Actually, judging from the snippets, the song is WAY closer to her live range than anything she ever done, I doubt she would have a problem slaying it live just like she didn't with Walking on Air

Not really. For example in literature Sheakespeare is the considered undisputed grandmaster in english literature but it doesn't mean that England hadn't produced other talented writers. France on the other hand has multiiple great writers and there's no agreement who is the best.
Same goes for hits. Katy is like France has no undisputed "grandmaster:/"signature song".
