No, airplay accounts for more than sales. It used to be like 50/50 back in mid-2007, but they changed it to 55% airplay, 40% sales and 5% streamings right before 'Gimme More' debuted.
And the fact that it's selling way more than its competition is amazing, but we have to remember her competition was a lot harder last year.
