The difference is Madonna was known for having control even though she didn't control every last thing the way she made it seem.
1991-1996 were moments where she started going extreme (1992) because people loved the Justify my love moment and she wanted to shock. got backlash after sex book and erotica which never got past 2x platinum and then her bedtime whories and something to forget albums were to appease and win back an audience.
It wasn't until Evita that she finally got that respect back and then Ray of light just sealed the deal.
I'm witness to it because my grandmother (yes MY GRANDMOTHER was into the new stuff) and she didn't buy something to remember until AFTER she got respect for Evita and Ray of light.
At least something to remember went 3x platinum by 2000 because so many people started looking back to her old stuff.

Yes.
That song she sang where she says just a little bit or little touch of star quality...that was great too.
Evita SAVED her 90s eras.
People really thought she could shock no more and they began controlling her after Erotica underperformed and those other two albums underperformed alongside it.

Yeah ROL was when she became an undeniable legend.
It was so great that she had Lola beforehand because she reinvented herself as a mom who became more introspective and "deep"
Of course like all her reinventions that only lasts for one era but it was the perfect moment.
Which is why I say for Britney just keep releasing dance radio hits or songs wanting love because until she gets remarried to a good guy and/or has a kid the public will not buy this "mature" "introspective" image.
That Booty juice album was a damn mess trying to push for something that didn't even mirror her current state of her personal affairs.
