I should clarify that I meant nothing will ever top it post 1997. Not that there haven't been cultural phenomenas but there hasn't been anything that huge to come out since.
Harry Potter's impact comes from the books more than the movies tbh.

I'm still shocked Avatar managed to gross so much money. They kept marketing how it took like 15 years to make the movie, and that somehow convinced everyone and their mothers that they HAD to go see it.
It was not really much of a cultural phenomenon though. It kinda just came and went; Titanic will always be superior in terms of cultural impact (and quality). It is THE chick flick of the ages that even men feel obligated to watch, and there is not a single teenage girl in America who has not watched that damn movie at least once.
It's also the reason that the current generation is aware of Celine Dion's existence (sorry Meowster).

Cassette tape pirating was pretty big
And piracy had always existed in the third world
Music sales have decreased because people can listen to the whole album before purchase now thanks to the Internet and buy songs individually + the Internet fragmenting pop culture and music tastes + artists themselves being so much less spectacular, new and game-changing than before

I find it strange how the likes of Celine and Mariah, among a slew of poor imitators, DOMINATED the charts from the very beginning to the very end of the 90's, yet everyone associates that decade with grunge acts like Nirvana and Pearl Jam or teen pop acts like Britney and the Backstreet Boys.
Mariah had a #1 single every single year of that decade without fail and Celine basically sold 90M albums over the span of, what, two years? How come even grown adults barely mention this?

Because no one cares about their music now and Nirvana has like the five most listened to and highest recurrent songs from that decade.

Honestly, the 90s were some of the most diverse years ever musically. Every genre had their chance at domination. There was a lot of the same (particularly during the Babyface years) but there was also a lot of variety - a lot of niche acts got a chance to blow up.

Because it wasn't youth culture propelling those sales
But, like Madonna said, the same country that acquitted OJ is the same country that buys Mariah CDs. It's culturally significant in a way that rock critics ignore.
It's also exponentially worse music.
