Britney has never really been respected. Women who are outspoken and unapologetic about their sexuality and choices in life are generally not respected. But the thing is even if Madonna is bashed for her lack of raw talent, or singing whatever, nobody can deny she was involved in the making of her music. She was creative, and has other talents.

But I do agree that the general public or a lot of people simply think that talent just means singing and dancing.

This is true, but he's younger and hasn't been out as long as she has. In 2009, 10 years after her debut, Britney was literally debuting at #1 with every new song she released. We'll see where Rihanna's Bane is in 6 years

ATRL doesn't recognize creative talent as much as performing talent (even though Madonna CAN sing, I saw her live a few weeks ago and she shocked me, and she's always been a great dancer), mostly because ATRL has horrible taste and can't tell a trite, corny lyric from beautiful, nuanced poetry, but also because most of ATRL's faves don't create their own music and don't actually have any creative talent.
