He has such a poor track record when it comes to running as President though.

That's another reason I'm not too shook. He's already lost twice. He's essentially going to be running on the inevitability card, the fact that he's one of the biggest Democratic names to have not already been President... but Hillary's already got that box checked too, and arguably has more claim to that title since she was seen as the frontrunner in 2008 before an Obama upset.
Biden is no Obama, and he's no Al Gore. He's honestly not even a Bernie Sanders in a lot of ways. He's a good debater and will attract moderates, but he lacks things. He's not the burning young politician who's going to be the new face of his party, but instead he's an old veteran of the establishment. He's not the insurgent radical force that will appeal to modern youth, but instead is even less progressive than "I'm totally a progressive but I like to get things done *wink*" Hillary.
He's got a long and respectable career, but honestly, as far as this election, he's only even a viable candidate because the only two strong legacy politicians who could run and have their name universally recognized on a ballot are Hillary and himself.
