The reason Blissey is more viable than Chansey in Ubers is that Chansey basically needs to hold Eviolite in order to have any edge over Blissey. That's not a problem in OU, but in Ubers, it makes her a liability against any team with Mega Gengar (who's very common). Once Mega Gengar traps her, it can just set up on her with impunity.
Blissey, on the other hand, can hold a Shed Shell to escape Shadow Tag, or use her passable SpA to hit Mega Gengar for decent damage.
