It should reflect what's really IS on the album, because the album is what it's selling, just like it was released, if 1989 was re-packaged it would be another story

I think either both Grammy Blood and ET remixes are counted as part of their parent albums in both respects, or neither is counted for either.
I vote for the former option, as does Billboard.
As for your point about repackaging, didn't the Confection come out over a year after ET remix? So it's not like anyone was counting it as part of Confection during its hit run.
