Exactly.
If someone has a sincerely held belief that marrying gays is against his or her faith and would harm their relationship with their God, then I think it's wrong to force that individual to have to participate. There are plenty of other officials who are willing.
I realize that it's a very difficult issue though. Most say "do your job or quit", but that doesn't seem fair to me. It's not like jobs are falling out of the sky like mana.
