Razor Leaf is base 55 attack though, the critical hit ratio kind of helps this, but not really. Giga Drain has 5 PP, so that wasn't a reliable move during storymode. And of course Solarbeam is total trash outside of the sun.
Energy Ball was an utter blessing with 100% accuracy, 80 BP and decent PP.
