Kanye just popularized the style and made it ok for hip hop. Before that album, a rapper making a whole album of singing moody songs was unheard of. Yep, I remember 808s was met with a lot of "selling out" criticisms and what not.
I think Kanye opened up the doors for it to be used in hip hop and Drake is the one who really accelerated its popularity in 2009-early 2010s.
The irony of T-Pain not being given credit for it is that he's actually a really good singer without it. Kanye and Drake can barely sing, if at all, without autotune.
There might be inflated figures here and there but overall, it's not inflated. It's actually deflated. I mean, "Halo" has definitely sold over 10 million copies worldwide.
