Circus' comeback wasn't small.

Womanizer was a big hit and Circus was a moderate hit. The album opened with over 500k and sold like 2m in just a month. It could've sold a lot more but Britney became talentless/didn't care about it all, and they just moved onto the tour, which was extremely successful.
HIAM's huge opening sales proves the hype was still there for Britney, but she became fat, boring and stopped caring 100%, so the people stopped caring as well. The music was there and so was the star power for both eras, but Britney herself wasn't.
