What's interesting to me about the 1990s and 2000s is that there's actually a lack of statistically significant outliers. A lot of albums moved big numbers, but they were generally outperformed by outliers from eras with much lower album sales.

Examples:

1960s - Sgt. Peppers
1970s - Rumours, Dark Side of the Moon
1980s - Thriller, Back In Black

2010s - 21

The obvious answer is catalog sales, which is the culprit in some cases. But that also begs the question of why catalog sales of albums from the 1990s and 2000s are so comparatively awful.
