This argument is as faulty as saying that Fancy/Call me maybe/Love the way you lie are bigger songs than Baby one more time/Crazy in love etc.
You can post stats all you want about CIL with it being pushed on the GP with remixes to movies etc.
that still doesn't change the BOMT is a bigger classic.
When CIL came out it was seen as a big r&b hit...was it even nominated for the pop categories and has since become a classic.
Much like Who run the world? beyonce and team have pushed it out to remixes and such on movies so that it can appear more iconic than it is.
It's my favorite single of hers and truly iconic and legendary...it still doesn't have the bigger impact initially or even overall. It did not create a phenomenon and serve as a snapshot in time for pop culture. It is a great r&b song that sampled chilites crossed over and is seen as her signature tune but was originally viewed as an r&b song with a cute lil video.
that does not compare to a song that became the reference of late 90s teen pop especially for females, created the beginnings of the best selling female debut WW and had iconic moments via song, video, performances and images that are still known and used to this day.
When many people think of at CIL they think this was a stellar way to hit home run with her debut (in the GP's mind) song/video had a catchy uh oh serving Janet choreography teas and is just greatness.
When many people think of Baby one more time they think amazing sexy sassy song, catchy, started a phenomenon which doesn't happen all the time, school girl outfits, the domination of teen females of late 90s.
Baby one more time transcends just the video just the song or even her team trying to push it at movies and such to make it more iconic than it is because it is so iconic that it doesn't even need that push.
that said, people were wearing naughty school girl outfits for various things, shows were made with using the song title, even Madonna just decided to use it in one of her documentary/movies...
It doesn't need that push to remind people it's iconic, influential and impactful.
BOMT just is timeless, iconic and responsible for spearheading an entire wildly successful moment in pop culture. Crazy in love is stellar but it really was just a great r&b crossover song that Beyonce and company eventually pushed in various outlets to remind people that it's iconic.
We don't need that reminder for Baby one more time, I will always love you, beautiful, Vogue, hero, my heart will go on.
songs like Umbrella, Toxic (objectively), crazy in love, irreplaceable, bad romance, firework, etc would though...all iconic but just all are not tier1 and on its own are pivotal moments in pop culture.
