Er...that wasn't Scooter's doing. That whole "our goal was to make a critically acclaimed album" thing he's been feeding to the press was obviously a lie to save face after pretty much all their attempts at making her smash again failed.
In most of the interviews she's done she's stated pretty plainly that she chose nearly all her collaborators. He
might've had a hand in enlisting the few Swedes on the album but his exec producer credit on the album is pretty much just for show. And doubly so for the Biebs.
