It's really interesting to think about all the planning that went into this picture.
Miley and her team must have had to sit down and think of all kinds of wacky things to carefully get the zaniest picture imaginable, to make sure that that specific color blue in her eye brows really pops to be as attention grabbing as possible.
She has a good team and she's smart at manipulating her image, I have to give her credit for that.
