If the e-mail some people (including myself) got a few weeks ago to vote on who the nominees would be was legit, then I can seriously imagine "7 Things" being an actual nominee, as I also recall seeing Slipknot's "Psychosocial" as one of the eligible videos for Best Rock Video even thogh it was also nominated last year for that exact same category.
My best guess would be that MTV changed or moved back the eligibility period to allow for some overlap with last year's and thus "7 Things" just went through the loophole... Hopefully they'll do something about, though (that is NOT nominating "The Climb"!). Interestingly enough, however, "7 Things" is technically not the first video to be nominated at the VMAs in two different years (not counting the new "Best Video (That Should Have Won a Moonman)" nominees)...

As for nominating another Cyrus' video... My vote goes to Fly On The Wall.
