That's exactly why it doesn't make sense. Milotic isn't part of the main cast. She's not even a Gen 1 pokemon to begin with. When will Ninetales? When will Sawsbuck? It's something that applies to most of the pokemon.
On the other hand, the when will weezing works because he is part of the first "iconic group". So try hard.
