Bouffalant was suppose to be the new Tauros. Most of the designs of gen 5 were suppose to be edited copies of gen 1.
Also cuz they wanted a gen with 100% new pokemon

Why would a Bull evolve into a Buffalo

I know they've done species evolutions that don't make sense.. Like a Crocodile evolving into a Feraligatr but that at least makes some sense since people think they are the same thing. But a Bull into a Buffalo?
