I've never been able to guess why they would! My only hypothesis is that the song was out during the Fall/Winter of 1997 and they may have wanted to maximize the album's sales by holding back a physical single.
I became a fan at 16 and I really liked that song. And the more I heard it, and the more years that went by, the more I noticed the way it feels like the result of 50 separate vocal recording sessions. Each line sounds so clipped and pasted.
