I think the drums are live recordings, so there will be very minuscule, natural phasing from human imperfection during the performance of the record.
I don't think anything's wrong with the claps, they're just put on the upbeat here rather than on the more commonly seen downbeat, which is used in dance tracks and uptempos. They're also stacked with some purposeful shifts in start time to fatten up their sound/emulate how natural clapping would occur (ie a group of people clapping wouldn't all clap at the same exact time), I hear about 3 claps with different layering in each set of 3 beats.
