There was a rumour going around that it was so bad because all the good songs they had locked in had a clause that she needed to promote the album and perform or whatever, and when she decided not to and to focus on Vegas instead, all those songs reverted back to their owners, which is also why Britney has a writing credit on every song, because since she co-wrote them they were the only ones she could keep.
I have no idea if it's true, but after "Scream & Shout" smashed so hard I really can't imagine Team Britney not being able to get a better lead single than "Work Bitch" without some behind the scenes mess interfering.

Hot N Cold is on the same level as Poker Face in terms of what's most remembered. And TF/M outsold OOTB by so much it's not even worth arguing that Katy "won" that battle.
