If RIAA adjusts any sales requirements for certifications, it should double the digital sales needed for each certification level first, adding in Silver for 500,000, and upping streams to 250 million (from just 100 million) = 1 million downloads. So Silver = 500,000, Gold = 1 million, Platinum = 2 million, 2X Platinum = 4 million, 3X Platinum = 6 million, 4X Platinum = 8 million, 5X Platinum = 10 million, etc. These were the levels RIAA required for singles prior to 1989, so I am not drawing them out of no where. Also by dividing the streams by 250 instead of 100, you will lower that number counting towards certifications too.
This would basically cut the majority of the digital era's certifications in half, and cutting them by more than half for those songs with streaming heavy certifications (Justin Beiber's "Baby") to put them on par with the certifications of the biggest selling physical singles of the Soundscan era -- where they should be and are equivalent to-- which cost 3X the price and required a trip to the store to purchase them. And to be fair, the digital recertifications should be retroactive, not just foregoring.
If the RIAA were to adjust Album certifications at all, I would suggest adding in a Silver certification for albums reaching 250,000 copies though. While CD sales are way below what they were 15, 10, and even as recently as 5 years ago, the fact 21 sold over 11.1 million copies this decade does invalidate the argument 5 million should be Diamond. Maybe they could create "Ruby/Emerald/Sapphire" for 5 million. Gold & Platinum CDs/Digital Albums should definitely stay at 500,000 & 1 million copies respectively though.

I'm tempted to hope that Bieber is #1 if that's the only thing possibly preventing a longer run from such an incredibly low-selling song.

They should add Silver (250k) and lower Diamond to 5m/5xPlat and increase streaming from 100m to 250m (or even 500m)

Incorrect. If I'd have been doing nothing but that for hours, then there would have been hundreds of posts from me in this thread with thousands of words.
The fact that it's #1 is not a huge problem; it's that people are being excited and gleeful about the hope that it'll be on top week after week after week after week after week after week with dirt-low sales.

I like this idea; it seems reasonable and could be easily implemented without changing standards already in place.

Adele being the sole outlier from the past decade does not justify keeping certifications as high as they are when album sales are only shrinking.

There's no use in messing with album sales certifications, since sales will continue to die. Just incorporate streams w/ them in the future.
Soon albums will just be selling 100K or 200K and being top-sellers. That doesn't make them Platinum or 2x Platinum. It just means the traditional way (album sales) is over, and people are gravitating towards new ways to consume music. Just like the BB200 has transitioned into SEA, they should just add that with certifications of albums.
Hopefully NOT with the messy formula they're doing it with single certifications though. 
People are done with buying albums. They can't keep lowering certifications and trying to attempt to make it look like album sales are staying and going to come back.

Every song has dirt-low sales, but something has to be #1 each week. Do you want Billboard to just start the chart at #2 from now on? Or change the #1 each week to prevent any long-runners?
The Weeknd probably WILL be #1 for a while. Maybe it's not something to be happy about, but it's something people have to accept.
