I think it's really due to the nature of the Japanese music industry. Album "eras" are flipped-flopped in the sense that they release all of their singles prior to the album. The end of an album campaign is marked by it's release, and it's very rare for an artist to release a single from it after that.
I thought the #2 female was Norah
Her last two albums released this decade have sold over 3.2 million so she's probably somewhere in the Top 20
