What the % value signifies is how much today's spin gain (or loss) is of the total amount of spins a song has.
So for Watch Me, its 117 spins it gained today represent 4.36% of its total weekly spins (2686).
Using the % value helps put a spin gain into context; a +100 spin gain for a song at #36 is a much bigger update in terms of % than a +100 spin gain for a song at #5. The former is also arguably the more impressive update.
