Rihanna has like 200 hits. She's a legend at this point she just needs to age and have a longer career. Of course people don't see Rihanna as a legend now because she's young and all that but she has a huge legacy and was the face of Pop for an entire decade. The public knows about 85 Rihanna songs. She's a legend off that.
Comparing Katy to Britney in 2004 isn't really going anywhere because she knows how to keep making hits. + Britney was completely burned out by 30 (Femme Fatale era) and Katy is still viewed as young, sexy, and a hit maker who just performed at the Super Bowl and made $165 million in a year.
It's embarrassing to compare Britney burned out at 30 to the careers of Katy, Beyoncé, Madonna, Mariah, Janet, etc who were still well popular and spawning hits after hits at 30. That's why she'll never be a legend to me. She burned out so early.

She burned out early, but you have to realize that she also started very early. BOMT came out when she was 16 and she was smashing since then. It was nothing gradual like Rihanna's, Taylor's or even Katy's success. I doubt Knee will be a legend until she dies. Sad because she was set to become one with the way her career was heading.
And people will remember Justin Bieber at 15 in an ugly hair swoop singing Baby then also having meltdowns and declining.
