No, I think all artists need tour promoters because only tour promoters can book arenas etc for shows I believe. He probably meant that when Katy signed her record deal she refused to sign a deal that gave Capitol a share of her touring/merchandising profits or the rights to her music. So she gets to keep all the touring money and the royalties from her music to herself
