If they intended to pay them, then why would they not just announce it, instead they played hardball with the major labels, pissed of the indie labels and then pissed off Taylor. This generated negative media headlines for them and they changed their minds. They then publicly credited Taylor and her letter for this. They rang her personally about it.

Due to their initial intent not to pay artists, they got negative PR and headlines. All the artists are now suspicious of Apple because Apple clearly wanted to screw them over during the trial period, and only caved to avoid pubic embarrassment which was coming their way once Taylor's letter was picked up by all the major media. All the artists know Apple wanted to rip them off, and that Taylor's letter prevented that. So Apple has now damaged the trust relationship with the artists.

All those claiming it was a PR stunt are just ignoring that Apple got negative PR from all this and have damaged their relationships with the artists.

This does matter though. The livelihoods of everyone in the music industry was being affected. Apple was trying to exploit them.
