No. From what I understand, it was recorded before she got in the studio with Luke, back when her sophomore record was tentatively titled 'Spandex On The Distant Horizon' (most likely a joke, but the best way to refer to that scrapped album). When she caught up with Luke, he scrapped everything she had, including all of the stuff with Wayne (except Past Lives which was restricted to the deluxe edition).
LIPSHA was an afterthought because Kesha and Wayne were proud of the material that they had made together and wanted to release it anyway even if Luke wouldn't let her have it for her sophomore record. So yes, while You Control My Heart is technically a LIPSHA track, it was originally meant to be for Kesha's second album, and is her song.
