Originally in Gold and Silver, Azalea Town didn't have a gym and Cianwood didn't exist at all. There was a gym at the Lake of Rage, and an unused map (which I suspect would have been either between Violet and Ecruteak (perhaps at the Ruins of Alph) or east of New Bark Town.

What types do you think these gyms were going to be? I think LOR would have been a female water leader and the unused one was going to be a male psychic or dark type leader. I'm basing this off this image:

My guess is that they didn't realise at first they were going to include Kanto into the games after the e4, and when they decided on that, they decided not to have two water gym leaders so removed the lass and put in Cianwood. So perhaps it wasn't a dark type gym? Perhaps it was rock (what's the symbol on the guy's hat???) and it was removed for the same reason. A rock gym at the ruins of alph would also make sense.

I think Kanto was always planned. They probably just created all kinds od gym leaders and then decided against the water one.
And i feel like the other one is an early version of Morty (tho he looks much better than GSC Morty)

Yes but what's interesting to note, is that there were 17 types in GSC. No gyms repeated types from Johto or Kanto, which is why I say the Water gym was scrapped when Kanto was planned because it would contradict with Misty. It can't just be coincidence that they chose the remaining 8 (of 9) types that didn't have gyms to be the Johto leaders.
