Mariah is a failed legend. She had potential to be one, but her career post Emancipation, while she was still relatively young and therefore not in the 'she's a legend and can do whatever she wants' phase, was horribly mismanaged. Same thing with Britney tbh.
Celine is ridiculously successful but it feels wrong to call her a legend for some reason.
