But that's just the overall popularity of the artist, which heavily depends on their previous era(s) and the hits they produced. Bangerz followed a flop era and a hiatus, 4 followed a hit-heavy era. The longer an artist goes without hits, the more their selling power decreases.
I do agree with you that branding and public perception can have an effect on selling power, just not enough to put some artists in different tiers. The concept is still the same for everyone.
