I don't mean to offend, but to everyone - please stop explaining the situation when actual details on what the real problem was and how it was fixed have not been publicized. We appreciate the help greatly in this case and in general, but it's way more minor than you think. I don't think it would hurt anything to tell you all, but Athens expressed interest in making his own announcement.

The use of both Trolling and Offensive as warning categories depends on the severity of the content in question. While their is certainly overlap between categories, I think the only explanation necessary is that "[insert artist] is a fat/ugly/stupid animal and deserves to die" is, for example, worth a harsher reaction than "lol flop."
Internally, at least, we intend to apply Trolling as a higher-level Flamebait warning, which is why I used an artist example above; we use it when it's clearly worth multiple points but doesn't fit things like Offensive or Fighting as closely as it would a 2-point Flamebait.
If your issue is more that the rule is vague than that there is overlap, the rules are all vague to some extent, and that's very intentional. The more narrow you make a rule or guideline, the harder it becomes to apply to actual situations that pop up. Online behavior is incredibly dynamic and we can't really predict what forms it will take on, so keeping our powers as general as we can while still applying a clear direction better allows us to do our job and keep ATRL running smoothly and properly.
We need to be prepared to deal with any concievable situation quickly and easily.
