 She's Alpha, I'd say, but has been described as having Omega class telepathy?? Idek.
 
It's unclear, really, but she isn't confirmed Omega, so we can't give her that moniker.
 
To be clear, she's never really been able to challenge the feats of other omega telepaths, like Jean or Nate. Moreover, when she was possessed by the Phoenix Force, she knew it would result in her death, as she doesn't possess the potential to adequately sustain those enhanced abilities.

 Fox Cinematic Universe is separate from the Marvel-616 (comics) universe (same with the MCU).
 
That said, Jean still outclassed Orora by the end of X2, and certainly in X3 (even though it's now retconned).   I will say Orora was SHAFTED in every movie iteration, and that Jean too was mishandled in X3.
 
We'll see how they're reimagined with Apocalypse. I suspect Orora will have greater feats for sure, but also must consider the psychic blocks that were placed upon young Jean so as to limit her powers from ultimately destroying her...

 Alpha mutants are also very powerful though. Magneto and Storm are examples. You don't have to be omega to be powerful. Omega is just next level power. It's like how Iceman is literally water and can turn into different forms of it. Jean can rearrange atoms, manipulate life energy, and her powers transcend a cosmic level. Their powers have no ceiling in its potential for growth. 
 
Storm only controls the weather, but doesn't "become" the weather if you know what I mean. She doesn't become a lightning bolt, or become the wind, per say. That's why she's not omega, *yet*. Alpha level mutants like Magneto and Storm still can wreck the entire world tho, at the limit of their personal strength and power.
