She's certainly very popular, and has some very iconic song, however, I don't think that's enough. Her music is quite bland...

The op sounds pressed. Céline started in the 80s and reached international status mid 90s. She's in the top 5 biggest female selling artists. 2 of her albums are among the best selling of all time.
She basically made +30million of people buy a soundtrack filled of orchestral music because of one song.
She has hits in english and in french. She has the biggest francophon album of all time. She inspired artist all around the world. She went to Vegas before everybody else. She's a part of the vocal trinity which slayed the 90s.
Beyoncé and Brit will be legends but don't discredit someone's success to make your faves' look bigger. She's a legend PERIOD.

So? Because she didn't sell her body like Mariah tried to do at some point and because she did not try to make some stupid pop songs (i.e Touch My Body), it is less impressive? 
The fact is she still can compete with today's artists in terms of sales like 25-30 years into her career and it is beyond impressive. Period.

Celine has one of the most distinct voices in the industry. Her back-catalog is filled with iconic songs. Not to mention her sales which Beyonce would kill for. Honestly, can you really say Beyonce or Britney had a song with so much impact as My Heart Will Go On?
